I guess they wanted her to "earn" her ambassadorship:

At the request of the White House, Mrs. Willey was interviewed for a paid
fund-raising position at the Democratic National Committee in February

Actually according to Larry Lawrence the going rate on an ambassadorship is about 200K and that's for Switzerland (not bad!). Hell, that's chicken feed considering the price of a seat on the NYSE! I am sure Ms. Willey could have contended for Zaire or Nigeria!
