As long as the honey pot in Washington contains 30% of the Nation's wealth, this will happen. Pass all the laws you want, the flies will still infest DC.

If that were true then he never would have ended the Cold War which was their boon. Seems they benefited most by the failures of Kennedy (Berlin Wall builder) and Johnson (Vietnam War). They have undergone a wrenching downsizing as a result of Reagan.

Reagan's money came largely from the middle class and small business owners.
