One thing is, my figures were wrong. The $1.1 trillion is the projected accumulated surplus over 10 years. Sorry 'bout that. But, whatever you may or may not believe, the budget is way down, and treasury borrowing is way down, and that's a big factor in declining interest rates. And its going to continue for a long time. Also, the fall in gas-o-line prices doesn't hurt either.

By the way, nobody ever includes state budgets when talking about the government deficit/surplus and states have been in the black for years. And states borrow money, too. The combined state/federal governemnt budget has been in surplus for several years now, I believe.
