0 to 3% decline is just noise.
4 to 7% decline can happen at any time without a specific reason.
7 to 10% decline within a bull market is a buying opportunity.

That sounds correct to me. I know many, many people on SI alone who are willing to jump on UTEK in a major way should the price retest its recent lows (~$18?). Also, I really can't see too many shareholders giving up their positions until the 1999 product story unfolds.
