Bought, paid for, largely obsolete, used as an excuse for even more purchases.

Reagan administration spent many billions on systems (star wars, Bradley FV, various aircraft and weapons systems) that the military and the planners didn't want, but various congresspeople did. The waste was appalling. Some think (perhaps I'm not quite this cynical, but it could be true) that the real aim of his administration was to build the debt up to such an incredible dead weight that the Federal government would lose its ability to do anything except act as a conduit for money...
