I would guess the trade-in program would be a for-profit operation,
"certain" workstations means you can't throw them your old '386 AT,
and the market for used workstations is firmer than you would think.
Dell also has a section that sells refurbished notebooks, I don't know about workstations. It is also a goodwill plus, to be able to safely get credit for your old stuff.

good point on the trade-in. does anyone know if this is trading competitive pc hardware or big UNIX HW from the likes of IBM, Sun, HP to support their move into the high end? I could not figure it out looking at the press release. Does not make much sense for CPQ to buy pc hw from their competition but I can see it as an incentive to get enterprise business.
