That is the number of shares in a lot that the MM will fill on both sides. Now once they fill that lot they can raise or lower at their discretion.

While the bid and ask does in fact represent the "# of shares
in a lot" on the NYSE, I have always understood the bid and
ask on NASDAQ to represent the # MMs that will guarantee not
less than 1000 shares at the given bid or ask price.

Just my two cents worth. Could be wrong.
