If you really believe this then why are you holding INTC? Personally, I also think INTC needs to put some of its cash to work but NOT buying more INTC shares. I think the money should be spent on strategic acquisitions which would enhance the long term value of the company. IMO, Intel is spending enough money on INTC right now.

Actually, this is the time to do EXACTLY THE OPPOSITE!

With interest rates LOW, Intel would do well to RAISE CASH - borrow at these low rates, sell bonds or subordinated convertible debentures, etc.

Then when interest rates rise, Intel will have all that cheap money (additional money, actually) that they can put to work while others are unable to raise cash or have to pay high interest rates to do so.
