Consider this:
A great distinction between the nation of Israel...the country...And...the nation of Israel...The descendants of Jacob,ie, Israel

The descendants of Jacob (Israel) include Judah (Jews), however, the tribe of Judah (Jews), make up just 1/12 of the nation of Jacob(Israel)!

So when God said:
Gen 13:15-16
15 For all the land which thou seest, to thee will I give it, and to thy seed for ever.
16 And I will make thy seed as the dust of the earth: so that if a man can number the dust of the earth, then shall thy seed also be numbered.

Gen 15:5
5 And he brought him forth abroad, and said, Look now toward heaven, and tell the stars, if thou be able to number them: and he said unto him, So shall thy seed be.

Gen 22:17-18
17 That in blessing I will bless thee, and in multiplying I will multiply thy seed as the stars of the heaven, and as the sand which is upon the sea shore; and thy seed shall possess the gate of his enemies;
18 And in thy seed shall all the nations of the earth be blessed; because thou hast obeyed my voice.

Gen 26:4
4 And I will make thy seed to multiply as the stars of heaven, and will give unto thy seed all these countries; and in thy seed shall all the nations of the earth be blessed;

And Paul confirmed this when he said in
Rom 9:7-8
7 Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called.
8 That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed.

from 4687; something sown, i.e. seed (including the male "sperm"); by implication, offspring; specifically, a remnant (figuratively, as if kept over for planting):
Literal offspring.
KJV-- issue, seed.

The Tribe of Judah (Jews),are only 1/12 part the whole nation of Israel (ie.Jacob)
One can only be a Jew if they;
1. Are a descendant of Judah
OR
2.Reside in the land of Judah

KJV-- Jew (-ess), of Judaea.

That is why Paul a Benjamite by descent and not a Jew...He was able to say that he was a Jew... Only because he lived in the land of Judah...But he was not a descendant of Judah, son of Jacob, therefore not a Jew by birth...Only by Geographic location... He was a descendant of Benjamin Jacobs youngest son, therefore a Benjamite.

Rom 11:1
1 I say then, Hath God cast away his people? God forbid. For I also am an Israelite, of the seed of Abraham, of the tribe of Benjamin.

Benjamin #1144 Binyamiyn (bin-yaw-mene');

from 1121 and 3225; son of (the) right hand; Binjamin, youngest son of Jacob; also the tribe descended from him, and its territory:

KJV-- Benjamin.

He was a Benjamite by birth....and called himself a Jew so as to state where he was from.

The prophesies concerning the House of Judah and the prophesies concerning the House of Israel, are in fact quite different. What applies to one cannot and does not necessarily apply to the other.
