Perhaps you are thinking of insidertrader.com? The weekly updates are subscriber only now. Don't know about the monthly summaries. It's not expensive, though. It reports Form 4 and 144 filings, but the 144s don't show the name of the filer. Does show number of shares, date filed, value, and relationship of filer to company.
