the big difference is that they don't HAVE TO buy the shares.

This is always true. They dont (and should'nt) buy shares if the shares are overvalued. The presumption is that since they announced a buyback, the shares presently are undervalued.

If you thought about it - instead of jumping to a bogus conclusion - you'd realize Intel had recently held a board of directors meeting and these announcements are the results of that board meeting.

Check your charts and I'm sure they will tell you that a board of directors meeting had been held recently.
