David, I agree, according to Carl's email response, Billy Graham was speaking of a personal forgiveness toward Clinton. I'm not sure how he justifies this. The email also spoke of reconciliation being the goal of forgiveness, but that it could only be achieved where there was a repentant transgressor. This has to do with personal relationships between individuals. If personally wronged by someone, Christians are required to forgive the transgressor even if the transgressor is unrepentant. Obviously without mutual giving and acceptance of forgiveness there can be no real reconciliation.
