I guess that's to be expected but I'm not sure I'd define the discounts as substantial. When you think about it I can't see the major carriers giving away what they could sell for more were they not to sign bulk agreements - then again perhaps it's going to be another situation of "get them hooked then zap them" as has happened with ISDN in so many markets.
