IMO, Scrapps is absolutely correct. The current RBOC environment, again IMO, is to protect the installed revenue base while creating the illusion of or managing the process of competition in the local loop. For example, Resellers and co-locaters of service actually contribute revenues or lower expenses (or both) to/for the RBOCs while appearing to provide local competition. This is great, minimal revenue impact while justifying to Washington that competition is here, so they can get into other businesses (ie Long Distance). True bypass is a different animal, but it certainly has been a long difficult road, hasn't it. Why? It's a true revenue loss, therefore let's manage the entry of these types.
It's not a matter of providing higher margin services to a wanting customer base, it's a matter of retaining revenues while convincing federal agency people that the local loop is open to competition.
Man, I'm being way to cynical for a beautiful Sunday morning.
