Check the device manager for resource conflicts. Go to settings then control panel then system then then device manager and look for a exclamation mark highlighted in yellow.

Tell us if you have a conflict. Sound cards are resource hogs.

2) If problem still there, reconnect data cable, remove sound card and
power up, what happens?

What mobo and rev level do you have?
What PCI bridge do you have?
What BIOS and rev level?
Type and quantity of RAM
Processor type and speed?
Are you overclocking?
Did you have a CD ROM before?
If so what is the delta between old and new?
What brand is the new CD ROM?
What drivers are you using for it?
Is it SCSI or IDE?
If IDE which channel and master or slave?
If IDE is it on a channel by itself?
What brand, model etc is sound card?
What drivers and rev level?
What IRQs, DMAs and mem resources does it have?

Lots of questions, if you can answer may be able to help. Probably will ask more questions first though.
