Advanced All-Electronic Gas/Diesel
Engine

A Breakthrough for Heavy Duty Natural Gas Vehicles

Clean Air Partners, Power Systems Associates and BKM engineers have reported that the
latest results using the enhanced software package on the dual fuel conversion of the heavy duty
10 liter 3176BG Caterpillar diesel engine exceed performance expectations. The total solution
to NGV engine efficiency is in-hand and ready for early implementation. The results from this
commercial configuration are summarized as follows:

ú Matches diesel efficiency at 50% lower NOx

ú Capable of meeting CARB - EPA year 2004 emission levels today

ú Can run on over 90% gas at many operating points, averaging over 80%.

ú Based on 13 mode test results, this new engine can be certified at the following maximum NOx
emissions:

NOx .............. 4.5 g/hp-hr .............. 2.5 g/hp-hr ................ 2.5 g/hp-hr

ú These latest improvements were achieved largely as a result of an enhanced software package.
This enhanced software package is also used on other Clean Air Partners turbo lean engines
such as the CARB certified GM 4.3 V-6 and Navistar DT466, both of which have been in
revenue service for nearly two years.

ú The new CAT 3176BG dual fuel heavy duty gas/diesel engine efficiency exceeds that of all
known natural gas fueled automotive engines and presents a 30% improvement in miles per
gallon over lean burn spark ignited engines.

ú This new dual fuel engine will be followed by a dedicated compression ignition version
operating on 100% natural gas fuel with even lower emission levels. Clean Air Partners believes
that this is the first step toward running all diesel engines on lower cost, clean, abundant and
domestic natural gas.

The 3176BG dual fuel engine program is a co-operative effort among Clean Air Partners,
Power Systems Associates (an authorized Caterpillar dealer), Caterpillar Inc., AMOCO, MVE
and GRI. The early launch customers who have ordered engines are: Houston Metro, Jack B.
Kelley Inc. and the Los Angeles Sanitation District.

Pursuant to the authority vested in the Air Resources Board by Sections 43100,
43102 and 43103 of the Health and Safety Code; and

Pursuant to the authority vested in the undersigned by Sections 39515 and 39516 of
the Health and Safety Code and Executive Order G-45-9;

IT IS ORDERED AND RESOLVED: That the following 1997 model-year Power
Systems Associates diesel-cycle engines are certified for use in motor vehicles with
a manufacturer's gross vehicle weight rating (GVWR) over 14,000 pounds:

BE IT FURTHER RESOLVED: That for the listed engine models, the manufacturer
has submitted the materials to demonstrate certification compliance with the
Board's emission control system warranty provisions (Title 13, California Code of
Regulations, Section 20356 et seq.)

BE IT FURTHER RESOLVED: That since the default diesel-only operating mode is
intended to be used only to provide safe vehicle operation when the multi-fuel
modes fail or when there is insufficient CNG or LNG on board to allow multi-fuel
operation, and to further this objective the listed engine models exhibit reduced
engine power over a wide engine RPM range when the engine is operating in the
diesel-only mode, it is appropriate to certify the listed engine models to the optional
lower-emission standards identified by California Code of Regulations, Title 13,
Section 1956.8 (a) (1) Footnote J when operating CNG-diesel or LNG-diesel
multi-fuel modes, and to the mandatory emission standards identified in California
Code of Regulations, Title 13, Section 1956.8 (a) (1) when operating in the default
diesel-only operating mode.

Engines certified under this Executive Order must conform to all applicable
California emission regulations.

The Bureau of Automotive Repair will be notified by copy of this order and
attachments.


Hello everyone, once again there seems to be a little confusion
about whether the Eagle Dual Fuel system has been tested and approved.
It is presently being marketed by Clean Air Partners,U.S.A. This
Company came up with the servojet technology and married it with the
Eagle Dual Fuel System back in 1995. See above article from Clean Air
Partners Web site. [http://home.pacbell.net/capnet/] Some of you may
have heard of the Company that makes the engine. It is none other
than CATERPILLAR. Surprised! ALternative Fuel Systems is not a fly-
by-night Company, it has been around for thirteen years! Folks, this is the real thing. For whatever reason AFS has been ultra- conservative with it's own promotion of itself! Trying not to cause
alot of hype in the trading activity. Thank-you for your time and
