According to the proxy found at the above URL, Jack Banks owns 25% of the shares outstanding.

nasdaq.com (click Company Facts, then Stock Report)
According to the stock report at this URL, Jack owns 26% and wife Biba owns 17%.

Not sure what to make of this. Perhaps I am misinterpreting one of the reports.
