Only if you think the downturn won't happen, or believe that it is already fully priced into the stock and are willing to wait. If you think the downturn will happen and that the equipt makers will not pull out of it as quickly as they predict, or that earnings estimates will be further reduced, then this is not the time to buy. Both scenarios seem plausible to me, though it seems like the market is currently buying into the former. I don't know which is the case, just answering questions, but if I had to bet, I'd bet today's market is wrong, and there's more undiscounted bad news ahead, namely that the weakness will last longer than expected. But I've been wrong many times before!
