Some cable business statistics: In a town of 100,000 population, about 35,000 are cable subscribers. Out of the 33-35% of the population being subscribers, less than 10% (3500 customers being first approximation on the high side) use pay movies. Therefore, four servers that can handle 1000 streams each, can satisfy each town for 100% duty cycle. Safety factor of 150% may be overkill, but could be realistic depending on prices charged.
