IVOD Trials indicate a better "take" rate than current PPV take rate

due to online ordering vs call-in ordering (PPV). Also IVoD allows a customer to pay once and view the movie for 24 hours at his/her leisure permitting pause play, rew, ff, cycle ect ..... just like a rented movie. It is considered a better value than PPV where you have one shot to watch something. Also the PPV choices are generally LAME and limited to a handful (cable channel limited), usually about 5.

Trials have shown that the head-end requires a IVoD server about 20% of the subscriber base to allow a stream to be allocated on-demand to any subscriber, 95% of the time. The last 5% is a risk area, equavalent to a phone "all circuits busy now" response on Christmas morning when you call the folks. For IVoD, this situations happens usually when most subscribers are at home due to weather conditions (roads closed).

Therefore a properly designed head-end of 35,000 needs a 7000 stream capacity. The most cost effective way is to do it with one machine(1x7000), not 7x1000.

CCUR needs to focus on hotels (ONCO) and use the profit to build a 20,000 - 100,000 stream system that can compete with NCUBE and DIVA ... but these competing machines are tough to beat and will have a few years of production on them while CCUR catches up.

As I've said before. The mid-range where they are, has the most quantity of servers and they will do great just sowing that niche up.
