Far as I know there is no way out of it. VXTK's a pink sheet: brokerage houses don't have shares in inventory. Essentially, it can't be shorted. Unless you cut a private deal with an mm.

<<How do you know when is the right time? >>

The honest answer is you never really do. There are some stocks that are obvious frauds...but there are also many, many people out there who will buy based on rumor, a hot tip, or a newsletter recommendation. From experience I can tell you that it is much safer to short a fraud after one major pump and dump cycle (such as Zitel), simply because it is a near certainty that much of the float has been distributed and it is very difficult to manipulate it afterwards.

<<Next thing sometimes they tell you in the brokerage company they can not borrow shares. What is the way out of this>>

Open several accounts at different brokerages. I understand Datek has been very good for finding shares.
