Kennie, I took a look at the April 6h press release titled "BI Incorporated Awarded Exclusive Federal Electronic Monitoring Contract Valued At Up To $21.5 Million." The contract is not new business, but renewal of ongoing business,"The contract, which became effective April 1, is similar to BI's previous contract with the federal government, and includes three optional one-year renewals with a total value of approximately $21.5 million." I can't be sure that it was Eqitable Securities that upgraded BIAC, but I believe it was. Neidiger, Tucker, Brunner is the only other firm offering coverage that I could find and they did not change their rating: ntbinc.com Perhaps it is a new analyst initiating coverage as Yahoo lists three. <><><><><><><><><><><><><><><><><><><><><><><><><><><> We have four Ditchdigger Specials from Thursday's action...all BBs.
