Janice, Since no one can decide on anything, it's left up to the bureaucrats, and guess what THEY do? Ah yes, the bureaucrats you have always. They persist through multiple administrations, secure in their positions until retirement time. President Carter promised to cut the bureaucracy. They laughed at him. They were right. He was gone, and they remained. When I was in the Air Force, we had an incompetent nurse at our hospital. We couldn't fire her (a civilian civil service employee) so we eliminated the position. We had to write up reams of paper about how the position was no longer necessary, and the nurse was eventually moved on. Then, about a year later, we reapplied to open a new nursing position. Jack
