By William Heartstone, Daily Republican Staff Writer WASHINGTON DESK - Communist China's ballistic missile program obtained top-secret US data illegally. According to reliable sources, when president Clinton learned of the Justice Department investigation of the breach of U.S. security by the Chinese, he quickly approved the transfer of the secure information to the Chinese. A federal grand jury is now investigating the odd turn of events. It appears that two U.S. firms, Loral Space & Communications of New York and Hughes Electronics of Los Angeles, a division of General Motors, did provide the top-secret long-range missile-guidance technology developed by the U.S. military in nuclear missiles. The federal grand jury wants to know why president Clinton compromised the investigation by approving, after the fact, the Loral and Hughes transfer of that data to the Chinese, after the federal Grand Jury investigation was initiated. A White House official said Clinton is sticking by his story that he consulted several government departments who persuaded him that it was '...in the national interest' to give the U.S. ICBM guidance system to the Chinese. The Los Angeles Times, is reporting today that president Clinton's action followed the political contribution of $100, 000 dollars to the Clinton Gore Campaign by Loral chairman and chief executive officer, Bernard L. Schwartz, last year. Schwartz is the largest Democrat Party donor. Sources report that just before the U.S. technical data was transferred to the Chinese, a State Department official warned that the sensitive data was being illegally released to the Chinese. A Defense Department source said the underlying concern was the extent to which China obtained American help in improving the guidance systems for its rockets and missiles that China has been exporting to North Korea and Iran. --------------------------------------------------------------------------------
