JUDY WOODRUFF, HOST: Ken Starr's probe helped dramatically dim the spotlight on the investigation of campaign fund-raising. But the money trail apparently remains on the front burner at the Justice Department.

Here's our Justice correspondent Pierre Thomas -- Pierre.

PIERRE THOMAS, CNN JUSTICE DEPARTMENT: Judy, CNN has learned the Justice Department plans to launch a thorough investigation into allegations Democrats sold seats on trade missions in exchange for campaign contributions to the Democratic party. Nolanda Hill (ph), a longtime friend of late-Commerce Secretary Ron Brown, filed an affidavit making this charge and suggesting the president and first lady supported the scheme. She also claims that two White House aides, Deputy Chief of Staff John Podesta and former-Chief of Staff Leon Panetta, told Brown to withhold documents about the plan until after the 1996 election. Brown was killed in a plane crash early that year.

Sources tell CNN, Hill's accusations about the president do not appear to be specific enough to set in motion the independent counsel law. And Podesta and Panetta's positions are not covered by the law. Still, some Justice Department officials feel Hill's charges are serious enough to warrant an investigation, most likely by its campaign task force.
