Seppo, Carter's advisers were telling him that crude was going to go to $100/barrel (it was already hitting $40/barrel), and at these prices, liquifying tars might actually be cost effective. And by the way, I think that a small Canadian company is managing to stay afloat doing this when crude is above, I believe $16/barrel or so.

On the other hand, I can recall when any thought of economic recovery of oil from the tar sands was laughed at.
