The new rules are in effect for all Nasdaq stocks. If you offer to sell at the ask all NASD brokers will represent you at the ask, I have done so with Waterhouse on dozens of occasions. I have done it with itty bitty FIBR, which I shorted at 5 on a day when the bid was never 5, but I sold it at the ask. I have level II quotes, so I have seen my order pop up on the screen. I don't know how they pay for order flow when I say sell at 16 1/2 and that's the ask. I once spent a day doing nothing but buying 2k NOVL at the bid and selling immediately upon confirmation at the ask.Waterhouse executions are by far the fastest I've seen, much faster than Datek. The problem daytrading there is their incessant reg t calls, and that they drop your orders through to a broker after a certain # of orders entered during the day, including cancels.

I don't use all or none orders, so that has nothing to do with it.

As for the new rules, they haven't been instituted yet, so I'm not sure what you speak of.

The "Display Rule" and other significant changes were instituted last year. Go to nasdaqtrader.com and download the Nasdaq Trader Manual; it's very enlightening.

Anyone can trade inside the spread now, even if your broker sends orders to an MM, rather than an ECN like Datek does.
