They don't. But INTC has done nothing for 8 months and is well off it's highs.

Are you saying that because it hasn't produced big gains in the last 8 months that they are upgrading it simply because it's INTC's turn? Do they think that upgrading it will make the problems go away or just that their upgrades will make it produce big gains in spite of the problems?

So, now downgrades and neutral ratings only mean that the firm issuing the rating is scheming to drive the price down so their clients can buy in more cheaply. Downgrades are bullish!
