Looks more like someone (e.g. DIVER/Bill Terry?) was trying to create an issue where none really existed.

The permit application is moving along through the system. It actually sounds like the consulting firm GOE hired is, to the degree possible, short-stopping potential delays by having up-front Q&A sessions with the BAQ to get all the questions on the table for response, rather than having them go back and forth.

Very glad GOE issued the press release. A sign of some life.

I would say you are right in assuming that, had Robert not brought up the question of appropriate permit applications, we, or many of us would have assumed that schedules were on course as planned. As a matter of internet communication capability, we now know that this was not the case. In fact, according to the latest press release, there has still been no significant progress made.
