There was a small article in the Wall Street Journel that read.

U.S., Bolivia Near Investment Pact.

While President Clinton is in Santiago, Chile, this week meeting with regional leaders over free trade in the Western hemisphere, he is expected to take time out to sign an agreement with Bolivia to encourage and safeguard investments between the landlocked South American nation and the U.S. The signing of the pact, which has been under negotiation since late last year, is likely to help expand the amount of new U.S. investment in Bolivia, a nation of seven million people. Last year, such investments totaled $309 million, about half of all foreign investment in the country, with nearly two thrids of that amount channeled into the energy sector. The U.S. is Bolivia's principal export market.
