The last time there was a share issue it was a closed deal at .80 and it was a closed deal to insiders was it not. If that is true why would they now want a high price for an offering.If they do it through an underwriter it almost certainly would be in the underwriters interest to have a low price,and while on vse it certainly would be easier to manipulate
