Clam has ample finance industry experience that it is worth taking his statements as being reasonably credible. I'm praying that Vinik and related fast money characters aren't in this stock now - fast run-up equals a greater height from which to correct if any of these rumors don't pan out.

Rick, I guess 99.9% might be a little high as even if I were an insider I couldn't be that sure given merger negotiations can stop and start on a dime. However, it is just simple common sense that you don't do a public press release if you are in merger negotiations. Imagine if you and I were negotiating whether we should do a deal and then talking about price and then I go out and put out a press release that business is great and my stock goes up $4. It screws up the negotiations. It isn't done unless you are not close to an agreement.
VNTV put a press release basically blasting Tom Siebel for discussing mergers publicly so I think VNTV knows this especially well.

If you have ever seen SAP speak, they talk about penetrating as many seats in an organization as possible for one price (they are only in the 'back-office' now). If you see Baan speak, they talk about every buzzword/acronym they can think of; SFA, CIS, SCM etc... When PSFT speaks, they talk about building functionality for specific industries (verticals) and transitioning from providing a transacational, record-keeping system into a decision-making and performance measurement tool. Peoplesoft is just different than everybody else. They have their plate full as is staying ahead of their competitors and are still attempting to come up to speed on manufacturing. All of this makes me think that acquiring VNTV is not a priority, and they have said this at conferences.

ok, so the chances are better than .1% but everything I have seen/heard runs counter to an acquisition.
