JLA, Society (read taxpayers) already pays an enormous price--in dollars and in people--with what is currently in place but with little return on the investment. I concur wholeheartedly that there will always be a certain percentage that will become hopelessly and helplessly addicted and be a drain on their loved ones and on society. That factor remains constant whether or not drugs are decriminalizd and drug addicts are treated as medical rather than judicial problems. Holly
