Most studies indicate that in any population, there is a core of people who will abuse substances. It is a small part of any population, and remains consistent over time. These people will get drugs, period. All we have done with our current stupid laws is create an enormous and threatening international criminal conspiracy to reap the illicit profits.

If we spent the billions of dollars we spend on absolutely ineffective interdiction of drugs, everyone could get drug treatment, and we could wage a much more effective educational campaign against substance abuse.
