I think they may have started some time ago.
They issued the Sun partnership PR a year ago.
If they started over on the decoders middle of last year that would give them a year for a redesign. The timing seems to fit.

They needed to move the decoders to a standard CPU anyway. The current decoders use a custom VLIW CPU making microcode writing a slow process. Moving to a Sparc architecture allows them to use more standard tools for coding up the microcode and eliminates the need for an external processor if done right.

Can you put a cable modem in a microSparc chip?

You need specialized hardware to do the modulation and demodulation. The microSparc can control mod/demod (modem) chip.
