I think we covered this before.

I am more of an economic libertarian than a libertine because libertinism would destroy any society without some kind of external restraint. Increasing legal sanction is a consequence of libertine attitudes by many - more laws are written to cope with people who are no longer restrained by personal and religious morality.

It seems that there some kind of willful amnesia about drugs - don't you remember in the 1970's when "nice" people used cocaine because it wasn't addictive?

Examine where hard drugs have been decriminalized or distributed by the government and you see failure and despair, even among the highly educated and homogeneous Swiss. The Swiss don't have our drug crime, but then again the Swiss are required to be armed and don't have our non-drug crime either.

Btw, I believe the British program was a big failure too.
