If intentional, this practice is called "painting the tape" in market terminology. [NOTE:] The quote server for SI appears to specify "uptick" or "downtick" by whether the last trade was different than the one before it. In official terms "uptick" or "downtick" is supposed to be based on whether the last change in the bid price was up or down.
