Digital Equipment already has a very strong Unix. Their NT software
is at least as knowledgeable about NT, and what is can be transformed to, as at Microsoft. Of course, MS has the first and last word. The NT/Digital alliance is more centered on VMS servers that wouldn't threaten the NT so much: Networking code originates in unix and is ported elsewhere, to repeat a cliche', and I'm familiar mainly with VAX VMS which is entering retirement. Under VMS you have advanced computer clustering for several years with a further advance expected.

As to what Digital/Compaq can "pull off", the trick is to incorporate more functionality into NT. Programmers have made an emulator library but I suspect that, despite the plethora of NT boxes, it is the kludgiest. BTW, I believe the few added luxuries of the NT shell are
not in the Win95 shell. If DEC has not already made a new shell I doubt they would add any initiative under CPQ until the bottom line is straightened out more: they have strategic developments up the ying-yang anbd I doubt they wish to add more, especially to enhance (rather than fix) NT because you know all benefits would flow to Microsoft.
