Bob, you are able to buy at the bid when your "limit" order to buy becomes the best bid AND a seller will sell you shares at that price AND the MM (be it Datek or any other) leaves your bid as the only one out there. If MMs move to the new higher bid that you have intitiated, you very rarely can buy at that price.

Isn't it true that when you do get bid fills, the bid quickly moves to the lower level where it was before your best bid? I don't view this as a true bid fill, but instead a between the spread fill.

If you are telling me that you consistently get filled when you put a limit order at the current bid, I remain incredulous.
