Arcane,

Since you appear to doing a lot of research into SEC regulations, have you come across anything in the regs. that regulates how the SEC would deal with MM's that cannot deliver the stock to the GTC to be broken down into smaller name certificates for those shareholders requesting them, when the entity is not trading.
Can anyone answer this question?
