Probably because it is a foreign company and no US company is going to buy a company in Asia at this time.

Why no buyout offer ?
Here's my 2 cts worth
1. Company is tightly held.
2. CEO Sim isn't interested in selling out. 1st coz it's too cheap. 2nd coz he'll have nothing to do, 3rd coz he genuinely thinks Creative can be a lot bigger and wants to be the person pushing it at least most of the way there.
3. This company is not just about product... but the management that came to be after the dreadful 1995 shakeout.. Hence the only good buyout would be a management buyout and that means buying us shareholders out. But we think its too cheap right ?

Personally, I'd recommend acting like Warren Buffet....(except he doesn't buy tech stocks right).. and ignore the short term price moves and take this opportunity to continue accumulating.. It's a no-brainer bet for the next 5 years.
