Both Hubba and McDougal are reading a script from the same spinmeisters. But they just can't get past the fact that Starr wants them to tell the truth, no doubt an act quite repugnant to them.

Hubba is no doubt looking for a Presidential pardon in January 2001 and Slick is so shameless he'll be working on a whole rogue's gallery of pardons. It's plenty clear to both Hubba and McDougal that they have gotta help keep him in office or else no pardons.

Neither of them can even come close to being martyrs.
