Albright's current visit to Beijing, the 13 CSS-4 missiles aimed at the United States -- with a range of more than 8,000 miles --indicate that China views the United States as its major strategic adversary. That is contrary to the views of some senior Clinton administration officials, who are seeking to build a partnership with Beijing's rulers..... The CIA report also undercuts President Clinton's often-used phrase that there are no nuclear missiles targeted at the United States.
