Who can use these Form T transactions and when are they allowed? And at what purpose?

Joe,
If buyers are willing to buy 40.000 shares using a T form after trade hours on Friday, I assume that implies that they expect something is going on (otherwise they could have waited till the next opening of the market).
Or could there be another reason to do such a trade.
