I also understood Gorman's comments to mean that phase three could be longer or shorter and that other than those already in phase I or II sales probably not occur before 1999.

It is a common practice in todays procurement environment for vendors to already be preapproved for services such as testing by Brooks & NASA. Many competitors even perform joint audits of these vendors together taking turns leading the audits. These approved list with any limitations noted are then maintained in a joint data base. Testing is performed by the test facilities at higher standards (e.g. environmental & seismic) than those imposed by the requestor when possible. The reason of course is so that when future testing request are received for the product a paper reconciliation may be all that is required. Thus, product approval turnaround times are greatly reduced (i.e. maybe even days). I am not absolutely sure if this is what Mr. Gorman is talking about with regards to reduced testing times, but I suspect it to be so. My comments are related to my years as a Procurement Eng. and Manager of Procurement Engineering in the nuclear industry.
