I waitressed while I was in grad school and like your brother might be considered extravagant today in tipping. On the other hand, I don't hesitate to lower the tip if a server is surly or rude or lazy. I never stiff anyone. No-take that back--I did once, but I went up and told her why. So unscientific as your theory may be, I think you are absolutely correct.

Absolutely agree. Former waiters and waitresses also remember that it is a pretty tough job to do WELL. Managers tend to overload stations, people can take out all their hostilities on the server, so a really good waitress or waiter is worth a good tip. I do lower it for the bad ones, because if I am going to give a good tip I expect good service, however I rarely leave no tip unless the service is execrable.
