PAUL KANGAS: Tomorrow, California Governor Pete Wilson signs legislation to dramatically increase the number of publicly funded, but independent so-called, charter schools. It is a compromise between Silicon Valley entrepreneurs, who want reform, and teachers' unions that tend to take a dim view of entrepreneurial education. As Dennis Moore reports, it is the latest chapter in a long running effort by business to improve California's schools.
