If the investigation concerns criminal matters and if Clinton is a target he has a constitutional right not to testify. The government must prove its case without testimony from the defendant. The question would be what is the political fall out from not testifying? Clinton has shown he is shameless. Invoking his fifth amendment rights would not bother him one bit. He won't testify and I am not hopeful that Starr has enough evidence to indict, much less impeach. Remember, prevailing legal wisdom is he can't be indicted while he is President. JLA
