Positive reaction is to states and likely DOJ not outright
blocking Win98 distribution. On the other hand, states will
proceed against MSFT on anticonsumer action, same releases.
Also, what it really seems to indicate is that states don't
plan an independent action from DOJ. DOJ is now expected to
call for injunction requiring Win98 distribution without the
browser, rather than outright hold in Win98. Problem is, how
will MSFT distribute Win98 without browser? Not as simple as
deleting icon in Win95. Street seems to be showing small
investor excitement on what is no change in status quo.
