Interesenting thought. I doubt it. There are really two types of transactions, one is a purchase over the internet, the second is payment for a service already recieved. The States would love to tax purchases over the internet, but as for payment of bills in my mind is off limits, because they would have to tax all payments of bills (check,cash,internet), the internet is just another medium, like stamps.IMHO
